The Commissioners, John Beatty (Victoria College), John Paton (Queen's University) and James Patton (University of Toronto), were appointed in October 1861, to review the evidence collected by the Select Committee of the Legislative Assembly of Canada, q.v., in 1860, and to suggest reforms. Their report substantiated the charges against the University made by the Wesleyan Conference in 1859-60.
